Our Experts
Dr Timor Sharan is the Founder and Executive Director of Afghanistan Policy Lab. He has over a decade of professional work experience, specialising in subnational governance reform, program development and management, and strategic policy analysis and advocacy. He was formerly the Deputy Minister for Policy and Program at the Independent Directorate of Local Governance and before that International Crisis Group’s Senior Analyst for Afghanistan. He holds a PhD in international relations from the University of Exeter and an MPhil in Development Studies from the University of Cambridge. He has published in peer reviewed journals and has written policy articles for Foreign Policy, Politico and others.

Dr Sandra Phelps is the Gender and Research Specialist. Sandra holds a PhD in Gender Studies and has over 15 years of research management experience in program design and policy development. She has conducted several pre- and mid-program evaluations in Middle East and Afghanistan to inform program start up and to guide larger research assessments.

Dr. Andy Tamas is a Governance and Capacity Development Specialist with a focus on national and sub-national institutional analysis, policy development and reform in conflict-affected states. His expertise is in training for policy development, peace and security operations, organizational analysis and change management, staff development, performance management and evaluation, and other related activities.

Dr Bose is an expert in Peacebuilding and Statebuilding. Presently, he is a Senior Lecturer in International Relations at the University of New South Wales (Sydney). Dr Bose has conducted policy research studies on political order and violence, international intervention and conflict transition, and democratisation in fragile and divided societies for the United Nations Development Programme (UNDP), European Union, and Government of Australia, among others. He holds a PhD in International Relations from The Australian National University.

Ms. Farkhondeh Akbari is a Peace and Non-State Armed Actors Specialist with a focus on peace settlements and peacebuilding efforts in Afghanistan and Cambodia. She is currently pursuing her PhD at the Asia-Pacific College of Diplomacy, the Australian National University. She obtained her MA in International Relations from the University of Melbourne and an Advanced Master's in Diplomacy from the Australian National University. She has worked for the United Nations Department of Political Affairs.
Farkhondeh Akbari
Peace and Non-State Actors Expert
Mr. Masood Sadat is a Statistical Analysis and Modeling Expert with a focus on socio-economic research and policy impact assessment. He has extensive background in data-driven research with national and multi-national institutions in Afghanistan, including The Asia Foundation, IDLG, UNDP, World Bank, USAID, and GIZ. Abroad, he has worked with Moody’s Analytics and developed economic models to the Ministry of Housing in the Kingdom of Saudi Arabia, Banque Misr in Egypt, Raiffeisenbank in Czech Republic, and NIBC Bank in the Netherlands. Sadat holds Advanced MA in Economics from CERGE-EI in Prague, and OSCE Academy in Bishkek.

Mr. Jawed Nazari is the Research Policy Manager at Afghanistan Policy Lab. He has over seven years of experience in research, M&E and research management with national and international institutions in Afghanistan including the Creative Associates International, USAID, Asian Development Bank, New York University and AKF. He obtained his MA in Security and Politics from the OSCE Academy in Bishkek.

Mr Ehsan Naim is the Head of Operations at Afghanistan Policy Lab. He has nearly two decades of experience working in the INGO and commercial sectors, including over 12 years hands-on experience delivering humanitarian aid with international organizations in Asia, the Middle East and Africa managing budgets from a variety of donors including, EU, EC, BMZ, WFP, CzDA and COOPI. He has master’s degree in international development and Economics form Czech University of life Science.
